The shields are thrown using R-click, but you must be in run mode.
You can also combine the 'shields' to make more powerful throwing items, which are thrown using spells.
Ninja Stars are similar but you must be wearing gloves (they are poisoness). They gather souls when the enemy dies.

It turns up randomly in any alchemists.
Just go round and visit a different shop everyday.
You need to be at least journeyman (?) alchemy level to use it.
