@thegameboy001 that is the ghoul mask you get if you help the ghouls get into tenpenny tower. Its really awesome coz' feral ghouls dont attack you if you wear it i think.

@minardimasters you need to do some of the main quest. I think after you do the quest "the waters of life" you get a distress signal from amata when you are near the vault or megaton.

This shows you shouldnt give things to little kids when and where hey want it. Otherwise they turn obnoxious. It's ok if ur in secondary or something coz you tend to hear bad language around anyway

@aaarod96 If you're talking about the elegant suit then, you can buy it from the tailor at Thieves Landing in New Austin. This gets you the achievement/trophy "He cleans up well". You can use the elgant suit to cheat at poker but not liars dice or any other mini game. Good luck.

Trust me i did it to my game and had to start over to get the achievements.
