The only difference I see between a volunteer and a full time firefighter, is the full time firefighter will gain more experience at a faster pace. So if you change the argument and say volunteers are not needed, as they are not getting the experience and therefore can do the job at hand.

Was it worth the effort to lay the oil boom out, only half a job done. Then it was wasted, a second oil boom should have been set up 10 meters down to collect the oil and escaping fuel that wouldn’t effect the shipping flow. Then pumped up to a waste oil tank.
