For the Pick a Card, Any Card series, the story is that Batman is exile and all of Gotham's villains are out for themselves. They're all their own card and they're playing that card to the rules of their own game. Everyone wants to get the Batman and they'll stop at nothing to get him before anyone else does. There's no friendships, no pairings... just, plain faced cards. Backstabbing, lying, cheating and playing dirty, Gotham's villains are no longer working together.
Also, don't be so quick to judge that Joker and Harley still have that mad love. Their relationship is different, and more cruel. Harley's not stupid and neither is Joker. Watch and learn.
