Ok, leaving the shields off is NEVER a good idea, it won't rid iteslf of dirt... If the bearings are new, and have REAL ABEC ratings, there will be NO difference in speed between an ABEC 3 or an ABEC 9, unless you break 300 mph, wear level, cleanliness and lubricant are the only factors at skate...
