Gerald is Arnold's best friend - which usually means he's on the scene when Arnold's latest escapade happens. (Notice that when Arnold and Gerald are together, you never really see anything happen to Gerald, now do you? Well, maybe that bug costume incident at the end in "Best Friends"...)
Gerald is also the occasional voice of reason (just when Arnold needs it) and the teller of the schoolyard legends. He may be beginning to notice that Phoebe is paying more and more attention to him - and the feeling could be mutual, although Gerald does accept a date to a dance from an older girl in "6th Grade Girls". (There weren't any "Gerald and Phoebe" scenes in any of the second season episodes, but Phoebe has "that look" after Gerald's solo in "Gerald's Tonsils", and they're together throughout Rhonda's party in "Hey Harold!".)
Gerald's last name is spelled "Johanson" in the first season and "Johanssen" in the second season, although it's spelled "Johannsen" in the credits for "The High Life" and "Johansson" in the credits of the "Urban Adventures" tape; since Gerald signs it "Johanssen" in "The High Life", that's the spelling used here.
Phoebe is the brains of the outfit. She always tries to be the first one with the answer, and isn't exactly thrilled when someone else does better ("Ms. Perfect", "Phoebe Cheats"). She's also pretty good at handling a fencing sword ("Phoebe Cheats"), even when it's a flashlight ("Wheezin' Ed"). There is some evidence that she is musically inclined as well; she's carrying what appears to be a string bass in "Helga on the Couch" and is practicing some sort of large horn in "School Dance". (However, music is one of those disciplines where you need creativity, and that seems to be one of few things that Phoebe lacks, if "Phoebe Cheats" is anything to go by.)
Just as Gerald hangs around with Arnold, Phoebe hangs around with Helga, who considers Phoebe her best friend (she even says so in "Magic Show", after yelling at her), mainly because Phoebe is probably the only person who likes Helga the way she is ("Helga's Makeover"). At first, Phoebe was Helga's "shadow", right down to the point where seeing Helga cry made her cry as well ("Downtown As Fruits"), but she's starting to "let go", and it may be in part because she's developing a noticeable crush on Gerald ("Operation Ruthless", "Wheezin' Ed"), although there weren't any "Gerald and Phoebe" moments in the second season, except when they shared a desk ("Teachers' Strike", and that was one of the "first season holdover" episodes).
I may have spoken too soon; Phoebe gets that look after Gerald's solo in "Gerald's Tonsils", they spend pretty much all of Rhonda's party together in "Hey Harold!", they look at each other (while holding hands) in "Arnold's Thanksgiving", and she has his picture in her locker (for example, in "Phoebe Breaks A Leg").
Then again, she may not be impressed by Gerald as much as she is by anyone with some talent; she has the same look at one of the drivers at the end of "Grand Prix".
Still, Phoebe is around when Helga needs someone to talk to ("Operation Ruthless", "Helga's Love Potion", "Monkey Business")...and although Phoebe is smart enough to have figured out how Helga really feels about Arnold ("Helga Sleepwalks"), she's also smart enough that she wouldn't let anybody know that.
There seems to be some question as to how her last name is spelled; her school record says "Hyerdahl", but the credits to "Phoebe Cheats" and the award she gets in "Phoebe's Little Problem" say "Heyerdahl".
