I usually don't make characters and stages for mugen. I collect them on the internet or in other mugen games and share them with the world. I might use them for creating a new game with my screen packs and adding new tweaks to the characters or use existing Screen Packs that I like and just redesign it, making game play even better. I often debug some of the character's bugs and stage bugs, make new palettes and sometimes change their sounds . There is plenty more. AND MORE TO COME.
