FFS people, it's beeen explained once already. It's SNOWFLEX, not real snow. Theres quite a few places in England have it, its like a carpet with a bit of suspension so it doesn't hurt as much as, say, falling on dendex does.

Where the hell was this? I used to live in Istanbul and can't think of anywhere (at least on the European side, I don't know the Asian side too well) Only places I could possibly think of where it could have been is Taksim Sq. or somewhere in Mecidiyeköy? Possibly the old Ali Sami Yen Stadium?
