I don't know what runway lights you see? As Voodoo has said, the orange markings you see are put there by the advanced tactical ATC guys to mark a touchdown point on the beach.

Simple answer is yes (especially when you see the tide comming in and the water on the surface of the sand), but don't worry Saunton Sands are plenty long enough, even without reducing the normal safety margins incorporated in the calculations for takeoff and landing.
