Black ops zombies is a skill game to get to a higher level. The reason for it being 3 shots is their the walking dead they are acting on impulse. and the more rounds you go up the harder it is to kill them. it is not supposed to be realistic.

It was Treyarch just editing the wave gun into what it is now. That was the original design they were going to have it yellow and red but changed to red and blue.
