That officer needs a disciplinary hearing. And if he wants to keep his job he would need some effective counseling. Also there is the question about how he acts at home when interacting with his family. He should suffer some serious scrutiny in that area.

As a current councilperson, I would be very interested in the details. Probably would chat with the chief encouraging him to get to the truth. The abuse goes both ways but when sworn personnel are the perpetrators it's a serious problem. The truth must come out.
