I answered my own question it is not a white portion but it only has 46% water so it is meant to be dry.

I just opened my first can of Ice Fruit and it's dry. Could that just be this can and should I order it again to see? I do like the flavor and even though it only has 9 mg of nicotine it has a nice hit. I noticed that the Julesnus is the same way dry and with a nice smooth nic hit.

An ice tool or prismaster does make all the difference. It seems like no matter how well I hand bake it the prillla just stays together better with a tool.
