In 2001 Florida's Governor Jeb created a special task force consisting of Supervisor of Elections (SOE) to make recommendations on the states Election processes and determine Voting Systems Technology for a statewide standardization Plan. The task force recommended what the people wanted, confirming the wisdom of involving citizens! A majority of SOE's agreed that the Best all around voting equipment throughout the state should be optical scanners with paper ballots for all Florida's 67 counties.
The paper ballot, the true VOTER VERIFIED PAPER BALLOT, is the ongoing record that shows voter intent. It's also the vital means of verifying elections and formal recounts. Instead of the choice of the citizens and the SOE's, Florida got Blended Systems for the 52 counties with optical scanners. However questionable decisions were made to allow 15 of Florida's largest counties to purchase unreliable, untested touchscreen DRE experiment on the Citizens Right to Vote.
Since 2001, I and many others have been the Guardians of the SOE's own Optical Scan Solution. SOE Ion Sancho eventually became the Last Man Standing up against ES&S, Diebold and Sequoia. At the last minute before SOE Sancho was fired, Governor Crist saved Ion from what I would describe as a blockade from the Vendor's Coalition.
