after watching this video again, I looked on it slightly differently. Pluto was chasing the boy playfully, then woman stops him and says "That's a bad dog! bad dog!" and she seems to lightly tap him in which he "dramatically" falls on his bum. I'm pretty sure it was all an act in good fun

Dude I agree with you 110% on this. She was getting WAY too close to that dog who just had a traumatic experience and was probably uncomfortable being around all those strange people.
