When making ruffles for a onsie I would use a serger to roll hem both raw edges, make the ruffle and then apply the ruffle with sewing machine, sewing right through the gathering stitches onto the onsie.

Yes, the pintuck foot comes with 2 plastic pieces, one that you can feed cord through and the one that creates the dimensional tuck. I have seen them in white and yellow plastic.
