Yeah,deregulation of utilities in California was really great--blackouts everywhere!LOL! But as far as Congress with the lending crisis, they passed the Community Reinvestment Act (CRA) which covered many lending institutions. CRA required banks to lend to people who really couldn't afford the loans,many of them minorities who were considered low income. Failure to comply with the act meant penalties for the bank. Some lenders, such as Countrywide, complied with the act even though they weren't covered by it, which made things even worse. Congress through the CRA has cheated people out of the homes they were told they could afford and has lead to the huge mess that we're all dealing with now. Fannie and Freddie which are government sponsored enterprises(GSE) bought alot of the debts.
