The European Neighbourhood Instrument (ENI) is the new external
relations financial instrument, replacing the European Neighbourhood
and Partnership Instrument (ENPI).
Launched in 2014 with a budget of 15.4 billion the ENI provides
increased support to 17 partner countries to the East and South of the
EU borders. It contributes to strengthening bilateral relations with
partner countries and brings tangible benefits to both the EU and its
The new ENI offers a better focus on countries wanting to have a
closer relationship with European Union. The Neighbourhood Policy was
revamped in 2011 with the creation of the SPRING and EaPIC Programmes,
in the idea to support those countries who make advances in the
direction of more democracy and human rights.
