I can explain why the citadel is there.
Clone Wars makers use multiple backgrounds from different episodes for others but changing the atmosphere a little.
For example, a doorway in the Malevolance is the exact same used in the Vulture's Claw in season1 ep6 and in the cell block of Ziro's residen...
