It isn't acceptable to have fun at someone else's expense in real life. Why would it be acceptable on a video game or over the internet?
Steady Aim-
Even if steady aim did help with quick scoping, which it doesn't, that's your choice to not use it. If you choose to use a perk that doesn't help you, you can't expect everyone else to do the same. That's like going into a football game and running around on crutches the whole time and then looking around and saying "What the hell! You guys aren't using crutches?!"
