He forgot to say illegal guns? Well, he's the Mayor of Newark. Newark is in New Jersey. The assumption is that if someone is carrying a gun, there's a way to call it illegal: almost no one qualifies for a New Jersey concealed carry permit, and if they do, it's still hard to stay within the law...
