I think it's supposed to calm them so that the parent has an oportunity to help them verbalize why they were upset without yelling. My mom woud have done it :) The threat was uncalled for but those kids were obviously in need of a good "talking to" by a responsible adult, since their own parents and the school employee (bus driver) apparently couldn't do it.
