It was snowing when they left District Twelve, then it is observed they've gone so far south that there's no longer any snow. It is not in the config file.
There are a bunch of jet brake commands. All are assigned for me. None of them do this.

My favorite method of avoiding enemy jets is a modification of the Split-S, where you pull up sharply, but slow down instead of hitting afterburners.
Most of the time, by the time they've pulled up level with you, they've overshot you, and then you can take over the pursuit.
