When is Maha Shivaratri 2012 -- Well the Date for Maha Sivaratri 2012 is Monday 20th February.
Maha Shivaratri(महा शिवरात्रि) is also known as the "Night of Shiva". It is celebrated in praise of Lord Shiva. It occurs on the 14 night of the moonless day of the new moon in the month of Phalgun, which happens to be sometime in February -- March according to the English calendar.
Legends of Mahashivaratri It is considered to be the auspicious occasion when Lord Shiva and Parvati got married. Some believe that Lord Shiva performed the tandava on this night. This is the dance of preservation, primal creation and destruction. Another legend is based on Linga Puranan, which states that Lord Shiva manifested himself in the form of linga. Hence, this is considered to be an auspicious day and is celebrated as Mahashivaratri.
Celebration of Mahashivarathri The celebration takes place all throughout the night. The bells of the temple ring loudly and "Om Namaha Shiva" is read loudly. Hymns and devotional songs in praise of Lord Shiva are sung. The devotees perform Jagaran, staying awake the whole night. They fast the whole day and break the fast only in the morning hours. Shiva temples are thronged by people and it is difficult to get a glimpse of the Lord Shiva.
According to one of the most popular legends, Shivaratri is the wedding day of Lord Shiva and Parvati. It is also believed that Lord Shiva performed 'Tandava', the dance of the primal creation, preservation and destruction on this auspicious night of Shivaratri. According to another popular legend, described in Linga Purana, it was on Shivaratri that Lord Shiva manifested himself in the form of a Linga for the first time. Since then, the day is considered to be extremely auspicious by the devotees of Shiva and they celebrate it as Maha Shivaratri - the grand night of Shiva.
Shiva devotees observe strict fast on Maha Shivaratri, with many people having only fruits and milk and some not even consuming a drop of water. Worshippers dutifully follow all the traditions and customs related to Shivaratri festival, as they strongly believe that sincere worship of Lord Shiva, on the auspicious day, releases a person of his sins and also liberates him from the cycle of birth and death. As Shiva is regarded as the ideal husband, unmarried women pray for a husband like Him, on Shivaratri. On the other hand, married women pray for the well being of their husbands, on this auspicious day.
On Maha Shivratri, devotees wake up early in the morning and take a bath, if possible in river Ganga. After wearing fresh clothes, they visit the nearest Shiva temple, to give ritual bath to the Shiva Lingum (with milk, honey, water etc). The worship continues the whole day and whole night. Jaagran (nightlong vigil) might also be observed in Lord Shiva temples, where a large number of devotees sing hymns and devotional songs, in praise of Lord Shiva. In the morning,g devotees break their fast by partaking the prasad offered to Lord Shiva, after the aarti, the night before.

So what is the Shiva Mahimna Strotam? Well its written by Pushpadant and it describes the greatness of Lord Shiva.
How did it come about? Pushpadanta was a Gandharva. Minstrel in the court of Lord Indradev. Pushpadanta was a devotee of Lord Shiva as well as a lover of flowers. He used to steal delicate and fragrant flowers from the garden of the great Shaiva King of Kashi, Chitraratha. As a result, King Chitraratha was not able to offer flowers to the great Lord Shiva himself and the puja of the great devotee King was hampered. King Chitrarath tried to find the thief but was not successful because as a Gandharva Pushpadanta was invisible by his magical powers. One day to catch the thief, the King spread sacred Bilwa leaves (nirmalya), which are extremely dear to Shiva, in his garden. Pushpadanta while stealing the flowers in the garden trod on the Bilwa leaves and invited Lord Shivas wrath. Cursed by the Lord to eternal ignominy, Gandarva Pushpadanta lost all his divine powers. Pushpadanta forgot the mantra for becoming invisible and not only that but he forgot all other knowledge he had at that time when he was on those Bilwa leaves.
In order to seek absolution and please Lord Shiva, Pushpadanta created a stotram (song of praise) in which he elaborated at length upon Shiva's greatness. The penitent Gandharva, who himself was a great devotee of the great Lord, composed a great prayer in chaste and lyrical Sanskrit and offered that to the Lord. Propitiated and pleased with the melodious and rhythmic composition, the Lord Shiva, Ashutosh by another name, forgave the repentant Gandharva Pushpadanta and restored his powers and well-being.

The police, led by Inspector Ajit Singh are fast on the track of Chandan Singh, and soon catch up with him. Chandan Singh is betrayed by his follower Bhairav Singh, who is killed by Chandan Singh, after he attempts molest Parvati. Mangal Singh shields and protects the son of Bhairav, Chaman, and both swear vengeance against Chandan Singh. Meanwhile, while escaping from the police in a boat, Ajit Singh shoots at Chandan Singh and the shot hits Parvati, who falls into the water, and her son, Suraj plunges in after her. Chandan Singh too dives in after them, but is unable to find them. Chandan Singh takes revenge on Ajit Singh's family and abducts his daughter, Radha, and Ajit's wife, Asha gets killed accidentally. Years later Chandan Singh emerges as Dharma as well as Nawab Sikander, while Ajit Singh is now the Insepctor General of Police. Nawab Sikander goes to the prostitutions area and there finds Radha, who he recognizes and buys from the Madame, and brings her home, and asks Ajit Singh to be her father, to which he readily agrees as she looks just like his wife, Asha. Rajoo is a small time crook who works with Dharma, but has a change of heart when he falls in love with Radha, and swears to be a good person and through the guiding hands of his to-be father-in-law becomes a police inspector, and vows to arrest Chandan Singh. In the meantime, Mangal Singh, Chaman, and Chaman's girlfriend come upon Parvati, who lives in a temple. Chaman decides to impersonate himself as her son Suraj, and after successfully doing this he also manages to fool Dharma into believing that he is indeed their long lost son, vouched for by Mangal Singh. Will Dharma ever be apprehended by the authorities? Will Parvati ever meet her real son? What are the plans of Chaman and Mangal Singh?

Delhi Police was reorganised in 1946 when its strength was almost doubled. I n the wake of partition, a large influx of refugee population rolled in and there was a sharp rise in crime in 1948. It was on February 16, 1948 that the first IGP of Delhi was appointed and the total strength of Delhi Police was increased by 1951 to about 8,000 with one Inspector General of Police and eight Superintendents of Police. A post of Deputy Inspector General of Police was created in 1956. With the rise in the population of Delhi, the strength of Delhi Police kept on increasing and in the year 1961, it was over 12,000. Presently, the sanctioned strength of Delhi Police is 83,762.
