Late comment here, as per your description, I can see the problem in the first 2 seconds. With older crossings, the "mouth" where the gates sit when idle has a mechanism there that shut off the other warning systems and it did not appear to stop there.

As others have said, it may seem like a bad jointed rail, the clickity-clack of pretty much every car on the tracks gives that away, at least on the trailing side, causing the island circuit to freak out. Glad to see this video in daylight, even if it was a dark road.
