Spore kind of does railroad you through the first two stages, but you can change your strategy easily starting with tribal stage.

Spore is a game that the player needs to make fun for themselves. just have fun in the editors and take your creature, vehicle, building, or planet into the universe. Galactic Adventures is fun for that.
