On June 23, 2011, H.R. 2306 was introduced to Congress by Barney Frank and co-signer Ron Paul.[21] The intent of the bill was to end the Federal prohibition on Cannabis, turning over the regulation of marijuana to states (similar to alcohol). The bill was the first of its kind since prohibition began. H.R. 2306 would limit federal powers to interstate transfer; while laws for cultivation, sales, use, and taxation would be determined by each state. This bill was well received by the public,[who?] especially medical marijuana patients and activists.
Lamar Smith informed reporters that he had no intention of considering the bill or providing it with a hearing. With Smith's position as chairman of the House Committee on the Judiciary, he has great influence on what bills will be considered.

The last 3 years have brought some considerable advances in the form of mind reading and control. Japanese scientists can now use a device which positions electrodes about 3/4 of an inch above the head and use mind reading software to extract images or digital pictures directly from ones mind. This technology, although in its infancy shows that the mind can be directly interfaced remotely. Mind Hacking.
This remote viewing technology can also be used to anticipate ones moves. For example in the seconds leading up to a person grabing a coffee cup from a table top, a computer can determine how you will touch the coffee mug exactly before you even pick it up. Will you grab it with 2 fingers or 3? Will you pick it up and touch the rim of the cup. Will you tap on it or test it for excessive heat? These subconscious actions happen in the brain in the miliseconds before you make your move. These slight motor-cortex actions can be determined.
This leads to one ultimate conclusion, if robots, androids, cyborgs or autonomous vehicles are created with this technology built in... No human army would ever be able to destroy it because it would anticipate your every move, deflect every attack and kill you before you considered pulling the trigger. Welcome to the world of cyberdyne systems, only there is no killing this terminator.
After understanding and accepting the implications of these advances, who is not to say that the 3/4 inch above the head required by our crude technology has not been refined by a civilization 1 million years or more older then ours. It is now probable, that the human mind, thought, and consciousness is like an ocean. One that can be swam in from afar, by that of an highly advanced life form not from this earth or even from this dimension.
