The Carr Center for Human Rights Policy is part of Harvard University's Kennedy School of Government.

The mission of the Carr Center, like the Kennedy School, is to train future leaders for careers in public service and to apply first-class research to the solution of public policy problems.

Our research, teaching, and writing are guided by a commitment to make human rights principles central to the formulation of good public policy in the United States and throughout the world.

In addition to hosting human rights-themed seminars and events, sponsoring ongoing work by research fellows, and working with faculty and students, the Carr Center currently has four specific programs underway. They are:

- The Mass Atrocity Response Operations Project

- The Initiave to Stop Human Trafficking

- The Measurement and Human Rights Program

- The National Security and Human Rights Program
