S.3304, however, was passed in the 111th Congress. In Title II, Section 201 the FCC is directed to draw up guidelines for Closed Captioning for video programming. CONSUMER GENERATED media is exempted from these instructions.

There are some very good reasons to add captions to your YouTube videos:
1. a large deaf and hearing-impaired community who wish to participate in all aspects of the internet. This includes elderly communities.
2. hard to follow or indistinct dialogue
3. it is a text file than enables translation into many languages
4. search engines & bots can find keywords within the dialogue content. Your video would appear in more searches, enabling you to reach your target audience
5. children & non-English speaking persons learn the English language
6. videos can be watched without sound
7. captions can be enabled on iPods _____________________
Creating captions includes breaking the dialogue into segments that can be quickly understood without missing the action on the video. There may be 10, 15, or more captions to every video minute, and with timed captioning it is assured that captions display along with the associated dialogue.
YouTube's AUTO-CAPTIONING now allows you to upload a text script of dialogue without the timing codes and achieve a fairly good result. If this is sufficient for your needs, CaptionsEtc will do this transcribing for you, and break the script into segments so that it displays in a manner similar to timed captions.
The new BETA VOICE RECOGNITION program has some real issues that may be difficult to correct. If key words are mis-translated it will only add to the frustration of those relying on captions for clarity.
But TIMED CAPTIONING assures the accurate positioning of dialogue, descriptive elements, sound effects, and other relevant material- especially when a video has periods of silence or music.
CaptionsEtc prices TIMED CAPTIONING at $8.00 per video minute. If the video's script is provided your cost would only be $6.00 per video minute. Differences between a script and the actual audio would be checked with the live video dialogue being the controlling wording on the final transcript.
TRANSCRIBING-- or the rendering of audio content into text-- is done at $4.00 per video minute.
The process:
1. Send an email from your YouTube account to CaptionsEtc. Include the name and URL of the video in your account that you wish to have captioned.
You will receive a reply informing you of when you can expect to receive your transcripted captions. It may be possible to get your captions done within 24 hours or less, depending on the length of the video.
2. If all is agreeable, you would then transfer a basic deposit on captioning services into a PayPal account. The size of this deposit depends on the length of your video.
3. When the captions are completed, a partial transcript will be emailed to your YouTube account that includes the last portion of the caption text, so that you can see the final cost of captioning.
4. The balance of your account (minus the deposit) must then be remitted to the PayPal account.
5. Upon receipt of the balance of captioning costs, the entire caption text will be emailed to your YouTube account.
6. From there, you would simply copy/paste the caption text into a Notepad document, and upload it to your video. Complete instructions for this will be included in the email.
7. After the captioning is posted, CaptionsEtc will inspect the video/captions for mistakes or timing discrepancies. If there are any errors, they will be corrected and a final transcript will be sent to your account.

If there is a problem transcribing dialogue, the filler "???" (three question marks) will be entered in its place so that you can use the "Find" search in the "Edit" tool and replace them with the appropriate word(s) before posting the caption text.
Music videos MUST provide lyrics.
