Overtaking the cyclist is always a greater priority for WVM than obeying traffic lights.
I guess he only studied the front cover, certainly not the contents.
Otherwise he'd know that the overtaker is legally required to wait until it's safe to pass, not bully their way through with the horn.
The trouble is, monkey see, monkey do - and the law is just not enforced on dangerous drivers...
