Cost is hard to pin down. Depends on your geographic area for shop labor rate, etc. I'll guess $500 to $1000. If you need a cylinder head, that will add to the cost.

I saw this type of demo at a tool show once. The losing gun is always the first gun triggered. I'm guessing that it has to do with the no-load spin not letting the hammers engage correctly. I would suppose that if the IR gun were started second, it would win.
