They changed that around in the late 90s. Since then you could vote on municipal level (mayor, etc...) at 16. For all other elecetions you still need to be 18.

Is halt echt anders als Unreal.. Mehr linerarer Levelverlauf und die Gegener sind weniger "tänzerisch" ;-) Würde ich echer als Arcade-Shooter einordnen.
