Apparently YOU are unfamiliar with how the court system works.. You ever heard of court fees? We taxpayers don't pay for the judges on civil suits. Both partys pays the courts time to listen to their cases.. In this case it was settle before it went to court...

So to back to my point.. The "poor"...
