Shiro Sagisu is the music composer. He's created the soundtracks for various anime and movies. Although it is worth noting that this Casshern movie came out six months before the Bleach anime started airing. Composers do like to recycle music though...

@flyvid I believe I know the other song QulllVideo is talking about. When I watched Top Gear do this Toyota Hilux segment they used Ennio Morricone's "Resa Dei Conti", or rather bits of the song. "Resa Dei Conti" is from the soundtrack of "For A Few Dollars More".
