Roy Excadrill: A larger-than-usual Excadrill with golden-eyes and lots of smarts.
Maxus (no known last name): A black Zapdos who is the leader of the Xartyl Agency. (Xartyl is the name of the very first leader of this agency).
Status of the agency: Need of new agents.
