He's either using an NSK Presto or his old Buffalo dental handpiece to do this background removal. The main lines were cut with his Lindsay handpiece but that isn't a rotary tool like this is.

@whotusay750 Thanks so much for your advice... it's hard to see but there actually is a piece of leather on both sides of the ring... The vise key is such that I have a hard time getting the leverage I need to turn it tightly enough.

I should try oil... good suggestion.
