I got my copy of KOF XIII for the 360, and got all the DLC characters, granted I didn't play NESTS Kyo yet, nor did I pick up Flame Iori again, I did try Mr. Karate, and he's total boss. Love the '96 Japan Stage, and Mr. Karate's stage, totally awesome.
