You can actually just go ahead and kill Cao Cao when the level begins (if you're worried about difficultly, play that level on easy). If you kill him before the winds or fire attack, you'll be fine.

Max out her weapon to level 9. To unlock her level 10 weapon scenario, go through the game as Wu forces. During the Battle of Chi Bi, ignore Zhuge Liang's wellbeing and do all that you can to make the fire attack unsuccessful. The Fall of Shu should trigger as the next chapter. The Fall of Wei will be the final chapter and end with a final battle called "The Battle of Cheng Du" (which is the battle you need for her level 10).
