The outside world for the most part was very badly informed. A great part of the articles on the Democratic Kampuchea's situation were characterized by assumptions, interrogations and a general sense of uncertainty. Despite the lack of information, the most alert had their own doubts concerning the actual situation.

Hanoi undoubtedly directed the acceleration of the revolutionary movements in South Vietnam, Laos and Cambodia. In the next decade the North Vietnamese hoped to triumph throughout Vietnam, a goal, which they believed, required an indo-Chinese federation-China-wide-strategy. The Vietnamese dressed the Cambodians in Vietnamese uniforms and then scattered one Cambodian with every ten Vietnamese as they stood at dockside in South Vietnam for inspection by the international control commission set up by the Geneva conference. Lim said the Cambodians were told not to say a word if asked whether they were going North against their will. When the quarrel between Communist Vietnam and Cambodia became public in 1978, Phnom Penh broadcast the confession of a Vietnamese soldier who stated that in 1973 Vietnamese cadres were told that Cambodia must be forced to accept the Paris Agreement, and "whether Cambodia agrees with us or is not the problem, because Cambodia has a small population." He maintained that cadres were taught that "after finishing the war in Indochina, we would become the big brother in Indochina....As the big brother we had to govern the younger brothers and not allow them to do anything at will....We should, as a common duty, force Cambodia to accept the Paris Agreement....a great success achieved by Vietnam in the international arena." "The Vietnamese communists have been successful in establishing an indigenous infrastructure to support their military and logistic efforts and in creating a rudimentary, functioning political apparatus staffed by Khmer in more than half of Cambodia's 19 provinces." They now controlled 65 percent of the land and 35 percent of the people and they numbered between 35,000 and 50,000-with up to 10,000 soldiers. William Shawcross

The Vietnamese had trained the returnees in a number of valuable military skills. They were sent out to build up the Khmer Rouge army. While SAR refused to accept "mixed" Vietnamese and Cambodian military units were led and directed by the Vietnamese, he was willing to use Cambodians trained by the Vietnamese. Very few returnees were given positions of power; the few who were later diverted of those positions. Most felt isolated, as the survivor said, though in fact, this was the case for all Cambodian communists. "Contacts between the upper levels and lower levels were like contacts between heaven and earth... a comrade only knew about himself and himself alone. There was no question of knowing anything about matters of the situation in which one founded oneself." Elizabeth Becker
