I have a Cert III in IT also. I can tell you first hand that having a Cert III does not constitute that you have an understanding of what is in your computer. I have;
16gig ram, i7 2700k, 120gig SSD, 2TB HD, GeForce GTX 560 ti, One hefty motherboard, Corsair 500R case and a 27 inch 3D monitor.
All this cost me about $2200 - Which is a very good price. I'm also Australian and I can tell you that 3000 was way to much.
Also, how the heck is your ram configured? 10 Gig sounds really stupid.

A junior gun license does not allow you do own a gun at the age of 12. It allows you to carry, use and be instructed on how to do operate the firearm whilst under the supervision of an adult with a full license.
At least the Victorian laws state, "A junior licence holder cannot own or store firearms but their parent(s) can apply for a firearm licence to own and store firearms on their child's behalf."
