That shelter is such a disgrace! What, if anything, is the town doing about it? Milton is not a poor town, yet they allow these horrific conditions to exist? I volunteer at Quincy Animal Shelter and I thought we had it bad, but this is so sad...come on people! Times are touch, but we are the care...
