Unless TBS is still broadcast free over the air on channel 17 in Atlanta, the FCC has no jurisdiction over the channel. The FCC only governs free, over-the-air broadcasts. It has no jurisdiction over programming that you have to pay money to watch, like TBS, ESPN, MTV, Sirius-XM satellite radio...
