No, they are called dreadlocks no matter if they are on a Rastafarian, atheist, Muslim, or anything in between. The term dreadlocks used to be just for Rastafarians dreads but not anymore. I know and talk with many Rastas and none would be offended if someone with dreadlocks didn't...
