Calling all allies is done when declaring war. There's a circle in the "declare war" screen that has to be selected. Also, you can't annex vassals unless both of you are at peace.

You also need to be allied with them. So you might want to get on that.

Btw: There's a button to reform armies, causing all regiments to merge forming as many full sized (1000) ones as possible. It SHOULD be the button with the double arrows right next to the army units in the army selection window-thingy.

Just so you know, when managing wars it might pay off to pause the game when giving orders to your armies. It gives you enough time to oversee ALL the fronts and aspects of the current battles and sieges. Can really save a lot of lives and money.

@jefmajor If you're only after a challege, I would suggest you stay away from the me-163. I have a 'fun' campaign going with the me-163 and the "fuel" and "ammo" options off. Can't get much easier. But killing hundreds is just so much fun. I love IL-2.
