The ICA (International Contract Agency) is a global conglomerate of hitmen and assassins, whose services are loaned to wealthy and influential customers around the world. Controlled by a cabal of affluent and powerful businessmen, the Agency dispatches highly-trained assassins to various locations around the world to perform 'hits' on high-level targets in exchange for pecuniary rewards. 47 is, as of Hitman: Blood Money, an agent under the employment of the ICA, supposedly their best.

The ICA have their headquarters in an opulent office building in Coppenhagen, which overlooks the Coppenhagen river bay. It is briefly seen at the end of Hitman; Blood Money. The members of the Agency work closely with elements from governmental organisations such as the CIA, MI5, the FBI, and Interpol.
