Sasuke is like Itachi.
Itachi had the secret mission of killing the Uchiha and asked Madara for help, as a way to Draw Madara out of hiding, and together both slaughtered the Uchiha Clan to prevent a Coup from taking place. and the whole thing between Sasuke and Itachi was a rouse so that Sasuke could get near to Madara and kill him as a way of avenging the Leaf village for Madaras 9 tailed fox attack on the village that killed the 4th Hokage.

The entire Uchiha Clan was just as loyal to Konoha as Itachi was and had actually agreed to the slaughter as a way to show ultimate respect tward Konoha and help them kill one of the most powerful Ninja in History.

When Madara used the 9 tails to attack Konoha, the village Elders knew they had to do something for the sake of peace in the ninja world, and they couldnt let some 1 who could control something as powerful as the 9 tails to roam free and attack villages at will.and with Madaras Time / Space eye Jutsu, it would be impossible to simply go and attack him, so they had to come up with a way of drawing him out in the open so that he could be taken out. thats when the Uchihas came up with the Coup de tat thus, thus having Itachi Draw Out Madara and have him Help Itachi kill the Uchiha and pinning a crime on Madara, seeing as how only the 4th hokage knew that Madara was the one who released it, so having helped Itachi kill the Uchiha, gave Konoha a reason to go after him. Since Itachi was always Loyal to the village, after he killed his clan, he joined Akakski, whos leader just so happened sto be none other then Madara Uchiha himself. Now with Itachis Mangekyou Powers, he was given the task of taking out Madara but after seeing that Pain was very loyal tward Madara and his goals of peace and plus the fact of him having the Rinnegan eyes, plus the sickend state that Itachi was in, he couldnt complete the task and felt that if he had tried to carry it out it would only alert Madara to the plan.

So thats where Sasuke Comes in.
Being young and having his own Special double Mangekyou that allows control of Susanoo plus the Array of jutsu he obtained from Orochimaru, Sasuke seemed fit for the task.
