This is a walkthrough on how to get all 3 starters in Pokemon Gold/Silver.

First, it's important that you SAVE the game before you pick your first Pokemon.
Pick any of the three starters.
Head to the house (North of Cherrygrove City) with Mr.Pokemon and Prof.Oak.
After talking to them Prof.Elm will call so head to New Bark Town and defeat ??? on the way back.
After talking to Prof.Elm head to the Pokecenter in Cherrygrove City.
On the way to Cherrygrove, catch any two Pokemon.
Deposit your starter and any other Pokemon and change the box, as you change the box when it says SAVING..DON'T turn off or restart the game.
Pick a different starter and head back to the Pokecenter.
Now withdraw the non-starter Pokemon and deposit your NEW pokemon in the same box as your first starter.
Change the box again and turn off or restart when it says SAIVING..DON'T.
Pick the last starter you have not chosen and head back to the Pokecenter and you should now have all 3 starters.
