You forget some Cities like Karachi with more then 23 million population, Calcutta, Jakarta, these cities have more then 20 million rats. May be there are some other also because big cities are always hard to count.

first download phonetic keyboard and install then in control pannel there regional settings there languages then in details then add keyboard button then input language urdu and keyboard phonetic then press ok. everything you will write in computer will be written in urdu.:P
