It's used to help keep you tight when going heavy so you don't get hurt. Very few actually use them year round for the purpose of gaining a smaller waist(which does work)

Well half-rom bench would be a bit more unsafe I feel. And also when doing floor presses, you can actually rest the weight on the triceps for a second to ensure you are pressing with them on the positive motion
