I'll bet when you lived in Germany you were pretty happy that lots of Germans speak English and businesses offer services in it. This ignorant song isn't about learning English--she's bothered that there are services in other languages.
Will alcohol be one of the drugs they test for, as it's involved in more accidents than other drugs? Doubtful, since it's so popular even greater numbers of students at this crappy school would either fail or defect.
