"First, everyone has to understand that taxes will not be reduced because of the 'tax cap' for the simple reason that the majority of the Assembly will not reduce spending substantially due to the fact that a reduction in taxes this year will necessarily lower the amount of taxes being able to be collected in the following year.

"Second, borough spending is currently somewhat below the 'tax cap.' The unions are pressuring the candidates to promise to them when elected to spend every cent up to the 'tax cap' limit if they wish the unions' endorsement.

"Because I promised need-based funding only, I will not only forfeit their endorsement, but will encounter fierce opposition.

"Non-mandatory powers, such as Parks and Recreation, Transportation, etc., are for the most part voted in by a majority of the electorate. Such non-mandatory powers can only be eliminated by voter approval, they cannot legally be eliminated by simply not funding them. Further, funding such non-mandatory powers by user fees will not reduce the tax burden because of the "tax cap" and the pressure to spend every cent up to the 'tax cap.'

"Reducing the property tax with a sales tax will only subsidize vacant land property in that it will be less expensive to hold on to the vacant land and by inflation, at the expense of the sales tax payer, unjustly enrich the vacant land holder."
